March 14th-16th 2011 Negotiations Update |

We engaged in bargaining last week in Phoenix, Arizona at the request of our facilitator, Victoria Gray, from the National Mediation Board. We spent the majority of the three days using interest based bargaining on a new version of the Commuter Policy. In our opinion we spent too much time on this one section due to the Company taking extremely long caucuses and reneging on items we had agreed on earlier in the process. We finally put an end to the Commuter Policy discussions with two hours left in our three day session. Due to having to accommodate the Company’s travel plans and fatigue levels we only were able to bargain from 1400-1700 on day one, from 0900-1800 on day two, and 0900-1600 on day three. We stopped the bargaining on the commuter policy at 1400 on the last day. The Company then spent an hour to get copies they said they already had so we only engaged in bargaining on Sections 15, 17, 22, 23 and 24 for less than an hour over the three day session. ARW Pilots should know that the Company is not properly using our time together to bargain a new agreement. The Company commuted to the bargaining session on the first day and then claimed fatigue. Your Negotiating Committee arrived in the afternoon the day before the session so we could be prepared and rested for the next day’s bargaining. The Company took hours in private caucuses to prepare for discussions with us. Your Negotiating Committee prepares in advance. The Company spent time on conference calls instead of bargaining. Your Negotiating Committee is fully engaged in negotiating while in session. In future bargaining sessions it is ALPA's hope that the company will better utilize time, come prepared, and focus on trying to find solutions for our next contract. We used traditional bargaining on Sections 15, 17, 22, 23 and 24. No TA’s were reached this session. The status of all open sections is below. Section 15: Physical Standards (To ALPA) Section 17: Missing, Internment, Prisoner or Hostage of War Benefits (To ALPA) Section 22: Seniority (To ALPA) Section 23: Furlough (To Company) Section 24: Filling of Vacancies (To Company) Section 26.T and LOA 15: Commuter Policy (IBB) Tentative Agreements (No new TAs this session.) Section 20: Grievances Related to Matters Other Than Discipline Section 21: System Board of Adjustment Upcoming Negotiating Dates April 18-20: Columbus, Ohio May 31-June 2: Appleton, Wisconsin June 22-23: Minneapolis, Minnesota July 26-28: Appleton, Wisconsin August 9-11: Chicago, Illinois September 7-9: Appleton, Wisconsin October 4-6: TBD That is the current status of all open sections.
